You do not have to “click the progress bar”. On the contrary,
clicking/tapping any Ubuntu progress bar should never do anything. And
for updates, a dialog should appear saying “Restart to install the

I don’t know what step you were at, but it’s quite likely the progress
bar stopped moving because of bug 1385410 or similar, and that it
restarted shortly after you clicked it was just a coincidence.
Can you provide a link to the Ask Ubuntu page that claimed you needed to
click the progress bar?
Also, next time this happens, please take a screenshot (or a photo with
a separate camera).
