Public bug reported:

I wrote about it already a few times. Users should be able to manage and
synchronize, backup and restore contacts offline. Ubuntu could be a
great alternative for VIP, Police their families Government (the whole
family doesn't get secure devices) if we think about privacy and
security right from the start. Google is not an option here and it
doesn't work correctly anyway (a proper bug was reported long time ago
but nobody seems to care). Today if i'm not a power user, able to ask a
question on a mailing list and dont/cant use google which doesnt work
anyway, my contacts on ubutu device arent safe. If i lost my ubuntu
device, i lost my contacts. Ubuntu badly needs its own contact
synchronization program which works offline and online.
