Clearly, this is easily disabled by people who understand the problem.
That is not the issue.

The issue is that it is trivially easy to set up a situation where it can
happen, and that Ubuntu is supposed to be for "human beings".

In other words, the user should be told/warned that this can happen with
xdmcp logins, or ( in my view a better solution), the permissions should
by default not allow multi-login users to bring the network down.

Anyway, I give up. If developers insist on setting absurd permissions and
expecting ordinary people to fix them or uninstall the program, so be it.

Lets all use Slackware, and be done with the illusion that Ubuntu is user
friendly....
