Public bug reported:

UEFI install of grub on /dev/sdc. Target partition is /dev/sdc2. Disks
/dev/sda and /dev/sdb have windows partitions and there is a Windows
bootloader beyond the MBR. Linux Mint Betsy on /dev/sdc1.

No other specifics, except for a high def graphics install (3840x2160)
on an NVIDIA driver. This caused a probably unrelated crash of plasma
that was reported to the kde bug reporting platform.
