Tomcat7 is now killed during the upgrade process and not restarted. A
restart is expected.

The tomcat7 service can be restarted with: service tomcat7 start,
however when trying to fix the issue at hand:

# dpkg-reconfigure tomcat7
/usr/sbin/dpkg-reconfigure: tomcat7 is broken or not fully installed

# apt-get upgrade

It looks rather similar to the issues reported 3 months ago, with a version 
difference however.
This also ended up in LTS, how in earth is that possible?
