Dear Canonical,

QEMU 2.7 will contain support for CPU hot plug/unplug and DDW, which are
important features for ppc64el.

We understand that the best way to have them in Ubuntu 16.04 is
upgrading qemu to version 2.7, other than backporting these patches from
upstream to 2.6.

So, we understand It is important that we use this as the base version
in Ubuntu 16.10.
