Public bug reported:
The SNAP_REEXEC environment variable determines whether or not snapd re-
executes the snapd contained within the OS snap or uses the version on
classic. However, it doesn't seem to effect the use of snap-exec-- it
always uses the one contained within the OS snap. This makes it very
difficult to test changes to snap-exec.
