Confirmed based on http://packages.ubuntu.com/xenial/php-apcu. I'm guessing this packaged was synced closer to the release of 16.04 than php-apcu-bc because the latter exists in Yakkety (http://packages.ubuntu.com/yakkety/php-apcu). I haven't doublechecked this, but I believe Ubuntu no longer attempts to install recommended packages alongside the main ones by default (this theory matches your output). So it looks like this will have a minimal impact and will be automatically resolved in later releases where the package exists. On the other hand, patching the package to remove the recommendation in 16.04 would be really minimal.
