Hi, "ovs-vsctl show" can display only the DB config entries - so that show works is no guarantee that it is actually running. In case it is not running the described behavior occurs.
If you just want to go on configuring (without actually starting the vswitch) you can add --no-wait to the ovs-vsctl commands (http://openvswitch.org/support/dist-docs/ovs-vsctl.8.txt). But eventually you want to find out why it isn't running to begin with. I recommend checking the logs, I just added a section on troubleshooting but it is not yet in the published serverguide (https://help.ubuntu.com/16.04/serverguide/DPDK.html).
