Raising bug task for openstack-pkg-tools; the behaviour of a systemd
unit generated by this package is:
Restart=on-failure
this is different to upstart, which will always restart a process that
exist irrespective of its exit code, mimicing:
Restart=always
Lets consider switching the default to behave the same as it has done
for the last 4 years.
