I think we just fixed it for the tests, but not for actual LXD. I can
see how it would happen on an untouched system, but I just did a
successful upgrade from 2.0.2 to 2.0.3 myself (on a fresh system where I
hadn't started LXD yet, so the directory didn't exist).
