Workaround:
Flash the OTA-10 image first and set up wifi in OTA-10 which works. Then when 
you upgrade to OTA-11 over the air for real, the wifi config will continue 
working in OTA-11.

So the problem is just that a raw phone shipped with OTA-11 can't
connect to wifi when configured in the wizard or network indicator.
