Description,
The ovf file that azure fabric team provide could contains two
provision sections to achieve backward compatibility.
But the cloud init on Ubuntu 15.04 ,mistakenly thought it was an error.
Repro Step,
1Create an ovf file with tow provision-sections
2 Use this image to provision ubuntu 15.04
Result,
Provision failed
