For me, the missing package was:
gir1.2-spice-client-gtk-3.0
I found out from this file:
/usr/share/virt-manager/virtManager/viewers.py
try:
gi.require_version('SpiceClientGtk', '3.0')
from gi.repository import SpiceClientGtk
from gi.repository import SpiceClientGLib
have_spice_gtk = True
except (ValueError, ImportError):
have_spice_gtk = False
$ cat /etc/os-release
NAME="Ubuntu"

ID=ubuntu
ID_LIKE=debian
