Try running these commands as root (e.g., "sudo -s" first):

mkdir /var/cache ; chmod 755 /var/cache
mkdir /var/cache/apt ; chmod 755 /var/cache/apt
mkdir /var/cache/apt/archives ; chmod 755 /var/cache/apt/archives
mkdir /var/cache/apt/archives/partial ; chmod 700 
/var/cache/apt/archives/partial
chown _apt:root /var/cache/apt/archives/partial

Also note that your /boot is very small and /boot/efi is larger than
necessary. If you have the skills consider switching these two
partitions.
