hello Light Templar, freeplane 1.5.11 is already packaged and will be uploaded to Debian unstable soon, but due to a change in binary packages, it might need to pass the NEW queue, which might take some time.
Regarding Ubuntu 16.04: AFAIK there are no automatic syncs for 16.04 any more, so it probably won't happen. Backporting 1.5 is not an easy task, because dependencies and the build system have changed. You can, however, download the binary distribution from sourceforge, extract it and run ./freeplane.sh. Of course you can create a shortcut for your favorite desktop environment. If you need mime type associations, then keep the 1.3 package, and edit /usr/share/applications/freeplane.desktop and change the Exec=... line to point to the extracted freeplane.sh (absolute path).
