I can also confirm this on multiple computers.
Running both fglrx and nvidia-new drivers, using one bottom panel only -
running Desktop Effects with "Extra Effects" enabled.
Panel shows when clicked on the area... Perhaps the load order needs to
be changed or compiz load delayed?
