I did a fresh reinstall of 16.04 some weeks ago. Icons are moving again on boot. I have tree monitors connected and icons are moving to leftmost. I started with Xubuntu version 15.04 and had same problem. On version 15.10 I get around problem by adjusting icon size. On version 16.04 this trick is not working.
