Public bug reported:

After enabling hot corners with the Unity Tweak Tool -> Hotcorners ->
Select "Window Spread" for one corner, this change is temporary. After
rebooting, this feature works unreliably between reboots (that is,
sometimes it works and sometimes does not work). I have noticed that
most of the time, you can force it by clicking on the desktop and then
opening your applications as usual.

There is an old bug
(https://bugs.launchpad.net/ubuntu/+source/compiz/+bug/1305438) about
this issue but there hasn't been any activity for a while. However, this
is occurring on Ubuntu 16.04.
