Finally I could reproduce the issue "the secure boot wizard did not
prompt during system dist-upgrade via GUI software updater"

Steps:
1. Disable Secure Boot from BIOS settings.
2. Use dell-bto-xenial-xenial-master-X17-iso-20160713-0.iso to install the 
system.
3. Enable Secure Boot from BIOS settings.
4. Use dell-bto-trusty-dino2-X29-iso-20160118-0.iso to install the system.
5. Upgrade the system to the latest status and reboot the system.
6. `sudo update-secureboot-policy --enable` and reboot
7. Use dell-bto-trusty-dino2-X29-iso-20160118-0.iso to install the system 
again. Collect the log.

The log is  the attachment comment51.log.tar.gz

Tested and collected the log on
