Public bug reported: sshguard versions below 1.6.3 enabled blacklisting by default, though the documentation suggests that they don't.
A newer version is already in Yakety, but as Xenial is an LTS I think that either this patch should be applied[1] or the documentation updated to reflect that blacklisting defaults to three times the abuse threshold.
