Public bug reported:

As I upgrade from Ubuntu 14.04 to 16.04, it does not go past
"Calculating the upgrade." An Error message pops up saying "Could not
calculate the upgrade  An unresolvable problem occurred while
calculating the upgrade." I expected the upgrade to go smoothly like
normal. Third Party Sources were disabled in the beginning of the
upgrade.
