Public bug reported:

I restarted my system and it showed me that I can upgrade my Ubuntu. Now
I have 14.04, I'd like to have 16.04. I clicked on "yes" or something
like that, the upgrade took some process then I saw some message. It
says that I can't upgrade my Ubuntu, the problem may be that I have
"experimental" version, I'm trying to install "experimental" version or
I've some third-party packages installed. I don't think that one of this
three may be truth. That's why I'm asking.

Regards
Grzegorz Suwaj
