You seem to have both the kubuntu-desktop metapackage and the ubuntu-desktop
metapackage installed. Having two metapackages installed can create a
complicated upgrade for the release upgrader and this time it wasn't able to
figure out the upgrade path. I'd suggest removing one of the metapackages and
try the upgrade again. The messages I used to determine this appear in
VarLogDistupgradeMainlog.txt:
2016-07-31 19:21:01,426 DEBUG Marking 'ubuntu-desktop' for upgrade
2016-07-31 19:21:01,522 DEBUG Marking 'kubuntu-desktop' for upgrade
2016-07-31 19:21:02,571 WARNING Can't mark 'kubuntu-desktop' for upgrade
(E:Unable to correct problems, you have held broken packages.)

marked_delete
2016-07-31 19:21:02,572 DEBUG metapkg 'ubuntu-desktop' installed but

2016-07-31 19:21:02,752 DEBUG blacklist expr 'ubuntu-desktop$' matches

removal but it's in the removal blacklist
