I'm not sure what your asking or saying? but i have attached a couple of
screen shots of my systems idle ram usage i understand Removing
evolution completely is messy, but disabling is relatively
straightforward.

Of course this should have been done using dpkg divert and whatever, to
not confuse apt/dpkg when you upgrade your system.

after applying my workaround my system no longer has high ram and the
ram no longer starts to increase steadily, i know that evolution and
gnome software seem to no take very much resources but this is what made
it even more strange when i removed and disabled them my ram went down
and stayed down.

ill try attach screen shots of my system monitor and htop below so you
can see my idle ram usage now keeping mind i have a lot of start up
services and apps installed but its dramatically reduced from from
before i applied this work around.
