Public bug reported:

gdm does not start after upgrading from 14.04.4 LTS to 16.04.1 LTS.
Screen goes blank, blinking cursor upper left, System seems started after some 
time, but no login screen displayed.
Remote login is possible.
No graphical login,
no text login. Pressing CTRL-ALT-{F1..F7} does not work either. No consoles 
show up. The whole thing behaves as if it was installed headless ...!
