Public bug reported:

Upgraded system from 14.04 LTS to 16.04.1 LTS.

As a result, the rrd pool size graphs stopped displaying, instead
showing "default image" icons.

Investigation has shown that this is due to the permissions conflict.
Whatever user executes backuppc/index.cgi cannot run /usr/bin/rrdtool.

The fix is as per
