It seems that there is problem with the systemd script. Systemd fails to
monitor the processes accordingly. It starts fine and runs without
problems, but systemd marks this service as incomplete (dead):

Restarting is not possible, because it start libvirtd a second time, which of 
course fails. This is reason why the package can be updated. After killing all 
libvirtd processes the package can be configured fine. So we should concentrate 
on the libvirt-bin.service.
