I confirm the issue with the Broadcom 20702A0 bluetooth 4 dongle, exactly as described. Also tested with earlier kernels on Debian and Ubuntu systems. No possibility of reliable usage over bluetooth.
I would greatly appreciate this bug being given attention. We have a University lab full of Linux machines waiting to start a sensors experiment involving reading data over bluetooth from a BBC micro:bit. While this bug persists, we can't run that experiment on Linux, which is about a bad a message as you can send to an EE student. Politics and trolls aside, "You have to use MS Windows to deal with embedded systems" is the opposite of the truth; I'm sure that's not controversial.
