As you are probably aware, Ubuntu uses CC.archive.ubuntu.com with "CC"
being a two-letter country code. Any country that doesn't have its own
mirror is referred to the very same "main" servers. Since both Canada
and the USA do not have repository mirrors, they too automatically use
the main servers. These are located in the United Kingdom, and may be
slow depending on load (gutsy beta was just released when this bug was
filed) and distance to your location. Current download speed seems fine
at well over 50 mbit/s.

Note that as a result of the above, there will be no difference between
using the ca or us archive at this time. All but one of the forum
threads you listed are ancient history and thus may not reflect the
current situation. For fast repositories, your best choice is probably a
western-European mirror like nl, ch, se, dk, be.
