Running following command is ok in Ubuntu 14.04, but will produce no
output on other versions I tried (Ubuntu 12.04, Ubuntu 16.04)

php -r '$intl = new IntlDateFormatter("en", 2, -1, "Europe/London", 1,
"dd/MM/yyyy");$intl->setLenient(false);echo $intl->parse("21.05.2017");'


PHP version seems to have no effect. I'm doing this in docker with default 
ubuntu image and the only packages installed are php-common php-cli php-intl
