Public bug reported:

Binary package hint: gnome-power-manager

User on laptop presses brightness buttons, remote (different) user gets
brightness popup in their vnc session.

Sequence of events.

Boot up laptop (but don't login to gdm)
Switch to console, logon as REMOTEUSERA and start a vncserver from the command 
line
VNC in from another machine to the server started as REMOTEUSERA
On the laptop, logon to gdm as LOCALUSERB, get the gnome desktop
LOCALUSERB fiddles with brightness controls and sees the brightness popup
REMOTEUSERA also sees the brightness popup  <--- this is the issue :)
