I know, and it's a bit of a shame.  bzr-fastimport has returned in
16.10, but it is very unfortunate that it's not available at all in the
LTS release.  Maybe that makes it a good candidate for backporting.  In
any event, when I still have to do this kind of thing (thankfully,
getting more rare by the day ;), I fire up a trusty or vivid chroot.  I
haven't had to convert any repos since switching to Yakkety on my main
dev boxes, so I haven't tried the new version there.
