Hello,

Issue:
 - VM Clients halt, at the power cycle part of rebooted, or shutdown. 
 - From within the host or external vbox command via ACPI commands.

Expecte:
 - VM Clients should power off, or power cycle as normal.


To Reproduce:
 - Start vboxwebsrv *vbox headless
 - Create client VM (Windows or Ubuntu hosts tested)
 - Enable '--vrde on' remote display port to on.
 - Start VM client
 - Install client software and reboot *( not use if needed )
 - Connect to VNC port.
 - Issue or power off, cycle, or ACPI power down to observe the issue.

If the remote viewer is not connected the client can power cycle as
normal.
