Cool, can you make a bug (or re-open bug 1532358) and assign whoever's
going to work on that, with a milestone of 16.10?  That's two months
away, presumably enough time to find cycles to work on this.  And if
it's not, that makes me nervous about the maintainability of the harness
in the first place.

I feel like I'm not being clear about *why* I'm harping on this.  It's
not about trimming the fat (if you meant that like trimming source
tarball size?).  And it's not about having a README for the syntax of
the command itself, though that is good.

It's about being able to reproduce (or update!) the specific database
you are shipping.

It's basic maintainership 101 that if you get hit by a bus tomorrow,
whoever takes over from you should be able to figure out what's going
on.  That's one reason (of many) to put comments in your code.

All I'm asking for is a data/README file that says something like, "to
refresh departments.db, install the latest Ubuntu Touch image on a
device [which device? they each may have different pre-installed clicks,
right?], connect to the internet, and run 'init-departments' with these
specific arguments: ..." or some such.  For example, right now, it's not
clear to me (without examining tables in the database), which locales
you ran init-department with to get the current database.

But also good to know that the whole situation (tool and pre-seeded
cache) is planned to go away.
