As the keyboard layout MAY BE the cause of the error, the language set up is not responsible of that. I have encountered the same bug with this bug reports : https://bugs.launchpad.net/ubuntu/+source/ubiquity/+bug/1614302 and https://bugs.launchpad.net/ubuntu/+source/ubiquity/+bug/1615855
You can see, in these two bug reports, the language used is 'LANG=en_US.UTF-8'.
