Use case:
System Settings needs to be able to change the user's password. Currently, it 
reads and writes to /etc/bin/passwd

What happens:
Can't find an interface in snapd/interfaces/builtin/, and I assume that the USS 
snap's copy of /etc/bin/passwd won't actually work in proper confinement.

What should happen:
An interface should exist, giving System Settings the ability to change used 
password.
