mini.iso is meant to be a self-contained booting ISO, just as the full
server ISO is.  You can use the initrd/kernel from either *together*,
but you can't mix and match both.

If you want the initrd from mini.iso for some reason, then why not use
the kernel from there too?  They will always match.

The netboot.tar.gz that Steve mentions is the one linked from
http://cdimage.ubuntu.com/netboot/xenial/ and sitting right next to the
mini.iso

Specifically: http://ports.ubuntu.com/ubuntu-ports/dists/trusty-
updates/main/installer-ppc64el/current/images/vivid-
netboot/netboot.tar.gz

Also of note, the utopic/vivid/wily images are out of support.  The only
kernels we support on trusty are trusty (3.13) and xenial (4.4).
