Confirmed on two devices, stopped happening after a reflash, need to
keep an eye out.

Steps:
* have a passcode/password-locked phone
* make sure dialer isn't running
* slide the greeter away
* tap on the "emergency call" button

Expected:
* emergency dialer opens
