I don't really understand the problem but there was some definitely
weirdness in my install. systemctl enable mysql sputtered some nonsense
about "Too many levels of symbolic links" so I ran

systemctl disable mysql
systemctl enable mysql
service mysql restart

and then everything was fixed. Best of luck guys.
