I ran into something which looks like this. During an "update all" the download stalled at 0 bytes on a click app, and over the next half hour it didn't give up or retry. However, after turning flight mode on and off again, the UI went back to its earlier state with clickable update buttons, and the second try worked.
It should probably time out eventually when no data is moving, then should probably retry a few times, then should probably give up.
