A complete re-installation of the entire operating system seems to have done the trick for me (call it a workaround if you want)! I used the exact same source (i.e. Ubuntu 16.04.1 LTS 64 bit from a USB stick) and connecteded my wifi during installation. I also restored my home folder (including configuration files). VoilĂ , no longer any arrows in the applet tray or other connection issues! The network also returns immediately after suspend. I have only used this configuration for two days, so I can't leave any guarantees. I will return, though, if any errors reoccur.
