I'm on Ubuntu 16.10 (as of today, always have up to date dev version of Ubuntu). I was using Unity session when filled an issue, now I have custom session with just Compiz (no Unity plugin installed at all), but still having exactly the same issue with gtk-window-decorator.
After your comment I suspect this might be a bug in Compiz.
