No, this is not appropriate. It is ridiculous to assume that anyone who has ever contributed to a project is a maintainer for that project, responsible for that project, or responsible for fixing your favourite bug (even if it is common and serious). If that was how it worked, nobody rational would ever contribute anything. If you want to pay someone to be responsible for fixing your favourite bug, various companies offer support contracts.
