It's not typically the case that bugs are targeted at a particular milestone unless there is either lots of time before the milestone, or there is a well understood fix. When there is a well understood fix, we can decide how/when to deliver it to handsets. OTA-13 is not done yet, but I would not promise that it will be available for that milestone at this time.
