On ubuntu 14.04 ( where I'm facing the same problem now )
gerald@Asgard:~$ gsettings get org.gnome.desktop.input-sources sources
[('xkb', 'fr+oss'), ('xkb', 'fr')]
gerald@Asgard:~$ gsettings get org.gnome.desktop.input-sources current
uint32 0
gerald@Asgard:~$
I think my environment file is ok :
gerald@Asgard:~$ cat /etc/environment
PATH="/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games:/usr/local/games"
gerald@Asgard:~$
