Public bug reported:

root@merida:~# lxd init
Name of the storage backend to use (dir or zfs) [default=zfs]: zfs
error: The requested backend 'zfs' isn't available on your system (missing
tools).

(and lxd init bails at this point)

So - we're defaulting to an option that causes lxd init to exit
unsuccessfully. Of course, all that needs to be done is an 'apt install
zfsutils-linux'. But it seems that the more graceful thing to do would
be either to offer to install zfsutils-linux when the user selects zfs
here, or don't offer zfs as an option for a lxd storage backend if
zfsutils-linux is not installed.

Not major, just a fit-and-finish thing.
