This is a side effect / duplicate of bug 1224007. The initial problem is the high vlan mtu setting, and the "File Exists" error is because ifup doesn't unwind on failure, so the interface is ip but not configured, which causes ifup to keep failing because it isn't expecting the interface to already be up.
