Me too, this didn't allow me to check for updates:

phablet@ubuntu-phablet:~$ stop indicator-network
indicator-network stop/waiting

Here I went to System Settings.  It still said "Connect to the Internet
to check for updates".

phablet@ubuntu-phablet:~$ rm .cache/upstart/indicator-network*
phablet@ubuntu-phablet:~$ start indicator-network
indicator-network start/running, process 12648
phablet@ubuntu-phablet:~$ cat .cache/upstart/indicator-network.log
