Public bug reported:

After inserting USB 3G modem it is visible in the system:
:~$ nmcli d
DEVICE TYPE STATE CONNECTION
wlp3s0 wifi connected coelinet4
enp0s25 ethernet unavailable --
ttyHS1 gsm unavailable --
lo loopback unmanaged --

however no connection can be created. A short glimpse at /var/log/syslog
shows that the model is locked and sim pin is required.
There are no dialogs open to enable the user to supply the pin.

In the Broadband connection wizard there is no place to enter the pin and
the connection creation fails.
